tip 2001 - 2003 is about to be concluded after a duration of three years. Benchmarking Science and Technology Policy II


The goals of the workshop are (a) to critically discuss the main findings of recent benchmarking initiatives of the European Commission, (b) to position Austria in these benchmarkings and to draw conclusions for Austria's S&T policy, (c) to discuss the outlook and the options for the coordination of national policies through the EU's policy benchmarking process.

Benchmarking Science and Technology Policy

Research and development is conducted increasingly within an international context. In paving the way for a European Research Area, a growing need for a means to compare framework conditions and performance which goes beyond the classic economic indicators has arisen. Benchmarking, a concept borrowed from the science of business management, is based on the identification and transfer of "best (or good) practice" and takes quantitative as well as qualitative aspects into consideration. During the workshop "Benchmarking Science and Technology Policy", the various benchmarking initiatives of the EU and the OECD in the area of research and innovation policy and their results were presented.

The OECD "Growth Project" - Implications for Austria's Innovation Policy

At its meeting of May 1999, the Ministerial Council asked the OECD to analyse the causes underlying differences in growth performance in OECD countries and identify factors, institutions and policies that could enhance long-term growth prospects. In responce to this request, the OECD launched a two-year study involving three Directorates and a number of Committees.

The final report entitled "The New Economy: Beyond the Hype" was presented to the Ministerial Council in 2001. At the workshop major results and policy recommendation were presented by Andrew Wyckoff (Head of the Economic Analysis and Statistics Division, Directorate for Science, Technology and Industry at the OECD).
