Telecommunications
Regulation is one of the key factors shaping both supply of and demand for new technologies and systems.
Consequently, the regulatory framework for utilities such as public telecom operators can - although primarily
focused on the introduction of competition - play an important role for technology and innovation policy.
Regulatory reform primarily concentrates on the establishment of a competitive environment for traditional
incumbents and new entrants, whereas unintended regulatory (side-)effects on innovation and diffusion of
technologies do not achieve the same level of attention. This book brings together written contributions prepared
by speakers before and imediately after the tip workshop.
