The Austrian Report on Science and Technology aims at providing a broad overview about current developments in research and innovation in academia and industry in Austria. Main topics include financing of R&D in Austria (R&D spending, public financing of R&D, etc) the situation of women in science and technology, R&D spendings of the enterprises sector over time, patenting in Austria, Human ressources and the internationalisation of the Austrian innovation system.

 A New Indicator for the FTI Policy Evaluation of R&D Expenditures on the Industry Level

In recent years input factors (like gross domestic expenditure on R&D (GERD) or human resources) and organisational changes (like the reorganisation of technology andinnovation policy) have been discussed lively in Austria. It appears that such input factors retain their key importance in the future. On the basis of the Solow Residuum (the data used will be estimated within the KLEMS project all over Europe) the question of the efficient investment of R&D expenditures within industries (NACE classification) will be discussed. The expected benefit consists of a new statistically estimated value on the efficient use of R&D expenditures.

Two forms of funding are important for most European universities, basic public institutional funding on the one hand and competitive based project funding by grants on the other. Both funding mechanisms have different advantages and disadvantages with various impacts. The optimal mix between them is discussed lively. Based on an international comparison and experiences with different funding ratios of selected European countries future development paths of the funding system in Austria should be discussed.

 Governance and Policy Integration: Experiences from STI-policy and sustainability policy

Innovation policy has turned into a horizontal policy area in the past ten years. Not only does it require coordination with research and technology policy, but also with several sectoral policy areas in order to be effective. Moreover, we can observe a growing need for vertical coordination with European and regional innovation policy initiatives. In the Austrian context, this development is reflected in the growing number of coordination bodies in the context of research, technology and innovation policy.
At international level, the corresponding need for a re-positioning of innovation policy has been dealt with in the OECD project "Monitoring and Implementing National Innovation Policies (NIS MONIT)". International practices and experiences with coordination between innovation policy and other policy areas have been investigated, as well as the implications they raises with respect to the governance of the policy areas concerned. The recently published results of NIS MONIT shall be taken as the starting point of this workshop, aiming to discuss the current situation, the potentials and the limitations of policy coordination and policy integration in the context of Austrian research, technology and innovation policy.

 Cohesion and Excellence: Two ways to a better Europe

With the enlargement of the European Union in 2004 the disparities in economic performance and in research, technology and innovation (RTI) performance and capabilities increased across the countries of the European Union. This leads to conflicts of interest between member states. For some countries the primary goal is the reduction of economic disparities across European countries, while other countries request the promotion of research excellence. This project is concerned with the conflict between and the role of cohesion and excellence on EU RTI policy. The conflicts regarding the allocation of the EU budget and the reform of structural funds are discussed and special consideration is given to the preparation of the 7th Framework Programmes.

 Innovative activities of Austrian enterprises abroad

Austrian enterprises are increasingly engaged in research and development activites in locations outside of Austria. This study aims to gain insight into the motives, goals and outcomes of these activities. Moreover, we are interested how the overseas R&D of Austrian enterprises is related to similar activities in Austria. The study will include Austrian-owned enterprises as well as Austrian affiliates of multinational enterprises which coordinate international R&D activities.


 NIS-Monit

The NIS-Monit focus group was established two years ago to bring together researchers and policy makers to study the way in which innovation policy is designed and implemented. The aim of the group is to look at coherence and co-ordination both within innovation policy (science and technology policy) and between innovation policy and other policy fields. The process is now coming to an end and the results of the individual country studies are beginning to be synthesised into common conclusions. The results will be published in the first half of 2005.
In the course of the NIS-Monit programme Austria has contributed via the tip team to the following activities: (a) Governance issues on the country level, (b) cased studies for selected policy areas, (c) co-operation in the elaboration of the synthesis report, and (d) co-operation in the publishing of the final summary publication.

As part of the preparation of a conference hosted by the OECD on the internationalisation of R&D, TIP will contribute to a report that reviews the main trends and drivers of the internationalisation of R&D and S&T activities. TIP's contribution is a special section that will deal with the OECD member countries' policy measures in response to the challenges and opportunities of internationalisation of R&D.
